Pennsylvania makes payroll harder than it looks

Most payroll software handles federal withholding well and Pennsylvania local tax badly.

Local earned income tax here is withheld based on where the employee lives and where they work, and those are frequently different municipalities with different rates. Bethlehem alone sits across two counties. Add the Local Services Tax, Pennsylvania unemployment, and a crew that moves between job sites in several boroughs, and a national payroll provider will get it wrong in ways nobody notices until a municipality sends a notice.

What we handle

Where payroll goes wrong

Worker classification. Treating someone as a contractor who is legally an employee is the expensive mistake, and it is the one Pennsylvania and the IRS both look at. We will tell you when a 1099 arrangement will not hold.

Missed deposits. Payroll tax penalties are not proportionate to the amount or the delay. A few days late costs real money.

Owner salary in an S-corp. If you have made the election, the salary running through payroll has to be defensible as reasonable compensation. Payroll and the corporate return have to agree with each other, which is easier when one firm does both.

Multi-municipality crews. Contractors and trades working across boroughs need the local withholding done per employee and per site, not set once and forgotten.
